Under these circumstances you probably will not be surprised that the saying now has become true: Before the German people are to experience starvation, the occupied territories and their people shall be exposed to starvation.
I can conclude that had there not been an issue with the food situation that those prisoners would not have been starving. Had there not been a typhus epidemic in addition then it is most likely you would not have seen such casualties.
While it was certain the Nazis hated the Jews, I don't come to the conclusion that genocide was the intent. They did view their contribution in labor to be valuable. Much of the rhetoric can be viewed as conquering as essentially any country aims to do in war.
