I asked them and got the following:

we have checked the records of the Boeing 757 aircraft on Flight 77. While there are records that indicate an Engineering Change Order was issues prior to 9/11 to remove the phones from the Boeing 757 fleet, there is no documentation in that particular aircraft’s records that indicate the phones had been disabled or removed by 9/11.

As you rightly point out, there is a lot of paper involved. Had the phones been removed, there would be documentations showing this.

Still, it's very interesting anyway for a number of reasons. And there IS no Polish-Austrian border.Get it out of your head.
