Usually looters don't give the lootet stuff to the Nation / the people.
if he stole things for him personally it could be considered looting, but as they are indeed Nationalizations, it is normal for newspapers call it Nationalization.
Al Capone gave his loot to the people, too. The problem is, both he and Chavez gave away mere pennies for every dollar they looted.
It was easy to earn goodwill in the midst of America's Great Depression or during Venezuela's current economic downturn. Hungry people don't ask for much.
