I think it should be possible. This can be achieved by trying to do nothing when in office. You will be considered a bad president, and everyone will dislike you. However, no one will hate you.

Burning an effigy is not a call for assassination.

Indeed not. It's a time-honored method of political protest. And what's more, the funny thing is, the OP didn't even protest them actually doing it, merely that they plan to.

Do not take me too literally. By doing nothing I meant avoiding plans which are controversial, not avoiding taking any steps. Eventually, you will piss everybody off, but to a lesser extent.

I personally consider burning or hanging someone in effigy to be a violent threat. But if the SCOTUS disagrees with me, that is fine.

i honestly was not familiar with Bush being burned in effigy in the USA, or in some friendly country. but if it did happen, and the police did not stop it right away, I retro-actively condemn those actions.
