$4 Billion and what to do with it

So today we learned that it looks like the US will be making $4 billion off of some of the Wall street bailouts. Now comes the questions as to what to do with that money (besides the obvious 'shore up shortages').

This thread is about what I believe we need to do with it.

I've heard at least some people asking that it be used to re-instate the Bush tax cuts. I thought that the perspective on how $4 billion buys one comic book company might shut that up. To be fair it's arguably the largest and most successful comic book company, but still.

That's outrageous! Time was you could get that for a Havok and still get two Bishops back as change.
