I cannot take being called an apologist. So I retract my correction and will not question the original claim that the turnout in Taft was 132% -- rather than 141% as I tried to trick people into believing.
The Guardian quotes a different turnout for Taft. Their source is Ayandeh, an organisation which the Guardian claims stayed neutral during the campaign.
In 170 electoral districts, voter turnout was between 95% and 140% according to the official numbers. One of the losing candidates, Mohsen Rezai, said this Friday on Iranian state TV.
In Iran, people are not obliged to vote in their own district. Rezai asked for the numbers per voting bureau, but hasn't gotten these.
The three losing candidates say fraud has been committed. They have registered complaints on 646 points. Incumbent Mahmoud Ahmadinejad turned out as winner within one hour of closing of the polling.
Then the letter details the results: 19mn for Mousavi, 5.6mn for Ahmadinejad and 13.3mn for Karroubi (no mention of the numbers for Rezai) - so Ahmadinejad is third according to this letter. The letter has been handed to MEPs by two Iranian artists.Since you were afraid about the results of the presidential elections, and indicated your preference that Ahmadinejad remains in power - due to current sensitivities - we dealt with the situation as discussed. To prevent turmoil, we have placed the candidates and party leaders in custody.
This supports my personal pet theory that the Guardian Council had put out the word that Ahmadinejad should beat Mousavi by 2:1, but failed to explain how such results should be achieved. The Interior Department passed the word dutifuly to the war dleaders, and each ward leader had to figure out on his own how to arrange a 2:1 victory.
In some places, Ahmadinejad may have legintimately gotten a 2:1 victory. Those ward leaders had it easy.
In some places (particularly where Mousavi wasn't allowed to have observers), they may have just ignored the results, taken the total number of votes and then simply reported the proportions required.
In other places, they had to go the traditional route of stuffing the ballot box. Let's assume an impressive 80% turnout. In those places with 141% turnout, assuming all stuffed ballots were for Ahmadinejad (not illogical), the proportion of votes for Ahmadinejad:Mousavi would have been as low as 7:10. (I.e., Mousavi took that ward 58.8% to Ahmadinejad's 41.2%.) This ignores third-party candidates and the like.
Now that's impressive.
I am getting impressions of some Ward Heller in Tehran going around saying in Farsi:

I don´t understand how you can do something like this without leaving witnesses all over the country.
A voting site with 4000 voters on the list had 30-some volunteers, all present at counting, and witness to the result for that site. Iran must use a somewhar similiar ratio of people.
Well they can´t, they are popping up now.
And I see a basic level of dishonesty going on here with people trying to defend the Khameini Government .
The fact is they are so desperate for some kind of "Peace Agreement"with Iran that they are willing to sell Democracy in Iran down the tubes in order to get it.
