Bruto, as I have said before, it mightn't be the qualtiy of English, but of thinking. Nationalcosmopolitan might be equally competent in his/her own language.

In case you missed the headlines a few years back, the Cultural Revolution was not a success, and those who led it did not fare terribly well when it was over. I will leave judgment of China's high development to others with more direct experience, but I think it requires an odd sense of what high development is, and an ability to put personal and political freedom a good deal lower on one's list of priorities than we Americans are used to.
