I say no.
Moonlight is simply reflected sunlight, polarized by reflection IIRC (and I may very well be mistaken on that one), and according to that paragon of information Wikipedia, about 1/400 000 (or .00025%) as intense as sunlight.
Of course, anyone wishing to study this is highly encouraged to publicize their (preferably) double blind study (and repeatable) results, but from the video, I don't think the 'gentleman practitioner' in question is going to bother with that.
