The issue with the Japanese economy was that it had not been effectively converted to an economy which could support the war effort being asked of it. Certain key industries were targetted for wartime expansion, but other key supporting industries were not, and this caused significant production problems as the war progressed.

(A) So are we to assume that anything NORAD plans for or trains for WILL OCCUR, and is part of a PLOT? When your building of employment conducts a FIRE DRILL, does that mean they are plotting to create a fire in the building???
