"Blame" is the wrong word. You're right when you say "More accurately, we really should ask what is different about our society compared to other societies in which these incidents occur less frequently". And although I could make a few guesses as to why, I really don't know, but I'm pretty sure that guns have very little to do with why it happens.

I've been thinking more about this.

I think the accessibility of guns is a factor. It really is much easier to get guns in America than in other places, and it does lower the bar for people who might be contemplating murderous rampages. Those sorts don't have much stomach for paperwork, I'm guessing.

However, that can't be the whole story. Someone can correct me if I'm wrong, but it seems to me that it is no easier to acquire a gun today than it was in 1950, but in 1950, murderous rampages by gun toting lunatics were rare. Even accounting for an increase in population, I'm willing to bet that incidents where people just grabbed guns and killed people more or less at random just didn't happen a whole lot until recently. (Again, somebody can correct me if I'm wrong. Are there statistics available for multiple murderers of people not in your family and without a motive?)

The one thing that seems to unify most of the accounts I have seen of muckers (a term I got from an ancient, and not widely read science fiction novel for someone who runs amok killing people at random) is that they are lonely. I think it's easier to be lonely in America than it is elsewhere, and I'm fairly certain it's easier to be lonely today than it was in years past.

How long until the first idiot demands that they tear down the building where it happened?

How long until the first sports reporter looses their job for inadvertantly writing/uttering the following line - "Wow, State U massacred Virgina Tech 47-0 tonight!"?
 
I can't believe people are seriously asking that question...

If a guy is shooting someone who's shooting other people, it's completely clear. If it's just two guys shooting at each other, there's not much you can do anyway. Once one of them prevails, if he then goes on to shoot others, you can pretty much conclude that he's the bad guy.

I concur. I have "on-viewed" the type of situation only twice where both subjects begin firing at each right as we appear. Much more often you will hear shots about a half block away and the few seconds it takes for you to get there makes the offender/victim relationship much more obvious, as in guy bleeding out/other guy running like hell or pausing to fire at the PoPo. Even more frequently is the one-two block away gunshots where you begin watching for people running (potential offenders) as you search for the source. The dynamics and split second decisions are the same as any situation involving mutual combatants with bats or knives, albeit with a much higher pucker factor. This is not to say that there won’t EVER be times where an armed citizen defending himself is shot by the police but we already shoot innocent people by mistake. Regretfully, it's going to happen sometimes.
 
Who's been saying this? I don't agree with giving firearms to the mentally challenged and to those with a criminal record.

Uh oh. Rules out a lot of guys in my district! Of course, they got the criminal records mostly AFTER they got on the job.

The idea of becoming a Chicago cop right now, frankly, sounds great.

Interesting idea: Seoul has a pretty darn low crime rate. The crime rate tends to increase the more Americans are let in.

However, Americans in their military camps, prefer to see a bit of greenery. Koreans tend to build over all greenery, and make everything into concrete and steel. Koreans then look at American camps in jealousy.

I haven't figured out how to do that nifty thing with multiple quotes from a posting. Can't use trial and error-it would drive people nuts. I tried clicking on multiquote icon and nothing special happens. Nothing intuitive to me, at least. I want to answer each of your points seperately. Where are the instructions or remedial training on this site?
