According to Iraq Study Group report (http://www.usip.org/isg/), it's $3 billion for FY 2006. That is less than two weeks of spending by US on Iraq.

The report says this along with the main comment that the Iraqi troops lack equipment.

With all the corporate outsourcing we have seen, wouldn't it make sense to "outsource" to the Iraqis? If they cannot maximize their own resources then how can we expect them to raise up?

I think this raises a question that hinders mostly on political perspectives. Should we give the Iraqi's hand-outs is simple cash and equipment or should we keep the purse strings closed and simply do those functions ourselves?

I think the 'traditionalist' who supports military intervention but opposes welfare would rather have US military perform all the military actions until the Iraqi economy can support it's own military.
A 'progressive' who opposes military intervention but support welfare would be happy to see $50 billion simply given to Iraqi government so that they could actually perform their duties effectively.

So I guess the question begging here is: Should we hand-out Iraqi government bunches of cash or not?

No. That is called in some circles "throwing good money after bad."

One of the other reports of the ISG was that less than 15% of the Iraqi Government's own capital accounts were actually expended/executed. This was partly due to the fear of breaking the new anti corruption laws, and partly due to poor policy and management. Well, that's how the ISG saw it.
