The big problem with those numbers are that child abuse/abusers, especially sexual child abuse/abusers, has been severly underreported. We have, during the past couple of decades, become far more aware, and adept at spotting signs of abuse, and teachers are now trained to spot it, from kindergarten and upwards. We are also far more ready to call behaviours abuse, and, at least here in Sweden, children are taught what abuse is, and have several ways of reporting it.
You see, reports of rape and sexual abuse have increased, because we are aware of what abuse is, and aren't quite as scared about reporting it, or ashamed of being a victim, as we were just a few decades ago. The rise in numbers is a good thing, it's a sign that we are, on the whole, getting better. Not that we can't improve, we do still have a long way to go, but compared to when I was young, things have improved immensely.
