It's not at all vague - it's quite specific, supported by legislation, and implemented pretty effectively overall.
When I was an employee of the Australian Government, in fact, I had to do mandatory annual refresher course on workplace discrimination, bullying, inclusion, privacy, and a whole bunch of other things, so I know it pretty well. It's comprehensive and has many parts. Here's just one part:

I kind of think that merit only really matters for commercial pilots when it comes to emergencies. That's were competency makes a big difference. I think it is in relationship to what seem strange definitions of race to many of us but are common in the USA, for example "Hispanic", in most European countries such people would be classed as "white".
