Factually false. Free oxygen in Earth's atmosphere comprises about 0.05% of the planet's total oxygen. The rest is tied up in water or oxides, the same as on the Moon.

You would have simply written "electrolysis or combustion". Writing "electrolysis, or some other combustion technique" states that that electrolysis is one form of combustion, and that there are others. But this is wrong. Electrolysis doesn't produce water. It separates water molecules into hydrogen and oxygen atoms.Because its presence is presumed. In addition, it may need electrolysis, or some other combustion technique to combine it with hydrogen in order to make it water, possibly via Moon soil extraction (= mining).
