Sanctions which are imposed or lifted at the whim of Trump. And his current whim is that sanctioned Russia should be unsanctioned to send Cuba oil but ally Mexico should be blocked. I wondered in what way this was fair or just. His justification for doing this was what I was asking about, not whether his caprice in wielding sanctions was backed by the force of law.
