Save Act as a solution in search of a problem -- meaning, of course, that it was supposed to prevent voting by ineligibles, a problem which, despite what R's have been saying for decades, basically does not exist.
He wasn't actually correct. It's designed as a solution to a very specific problem: That the Republican Party faces massive losses in the upcoming mid-term elections. The act in question is designed to solve that by disenfranchising millions of likely democratic voters.
