His response after the reporter explained what had happened was, "Well, it couldn't have been very effective". That is one of his standard responses to a question that he really has no answer for. It doesn't even make sense in context to the situation.

Yep. Certainly what he's claimed which has been the basis of a legal ruling. His defenders will claim that he's just being playful but frankly it just proves he is not someone to trust.
