Trump is always horribly imprecise in his wording. With that being the case, and utilizing the “Principle of Charity”, I think what he was trying to say was “Even though they tried to rig the election, I won anyway.”
But who knows, really.

I'd word the supposedly intended message as closer to "They did rig the election, but "I" overcame it anyways."
The "Democrat criminals rig elections against Republicans, so Republicans need to even the playing field by changing the rules to give Republicans ever more of an advantage" is just one of those projection lies embedded in much Republican propaganda to justify their numerous and sometimes brazenly illegal actions to rig elections, after all.
