Perhaps. Or equally likely, Pres. Trump is concerned with how Elon Musk's antics might tarnish Trump's image. The personal dynamic between the two is likely to have lots of flavors and colors.

That's separate from the need to distance Musk from DOGE operations for legal purposes. The legal question is whether DOGE's operations are running afoul of the Appointments clause. If Elon Musk is running DOGE—either officially or unofficially—then his authority to do so must comport to constitutional and statutory prohibitions against shadow government.

So, Ukraine gets a shutdown of military and financial aid, gets cut off from US intelligence, and the US tries to actively cut them off from private intelligence information (Maxar).

On the other hand, Russia gets "threats", so I guess we should forever stop claiming that Trump is in the tank for Russia.

There is a constant meme among Conservatives claiming that nobody was tougher on Russia than Trump, and it lists a series of very minor things he did, skews a bunch of them (it claims he 'confronted' Putin over Russian interference and ignores how he utterly believed Putin), and ignored how much he bows down to them.

They've been posting it a lot, lately.

I’d love to see a journalist talk about how terrible USMCA is and how great it is to see Trump standing up for America and ask should it be scrapped.
 
Someone has probably told him how the European countries are using seized Russian money to pay for the Ukraine war efforts, so he wants to grab some of that! Whilst Putin can play him like a broken fake Stradivarius violin Trump’s core programming is LINO.

I can see a business opportunity here though. Set up an agency to recruit bright, sprightly 90-year olds who are (in reuturn for having their rent, utilities and groceries paid in perpetuity) willing to listen to a presentation on what's wrong with some administration policy and then if they're conviced, to personally take on a court case challenging that policy, maybe with some pro-bono legal support.

If they lose, they're liable for $100 billion dollars they will never have. <shrug>

Doesn't he not understand that NATO and the Pacific alliances were set up to allow Europe and East Asia be the US's meat shields if the emnity with Russia and China flared into hot wars?

I don't know why you specifically are calling out JayUtah, but others have answered your question. Congress manages the purse strings. If the money is allocated by Congress then the POTUS can, at best, dictate when it is spent, but can't "veto" the allocation after it's signed into law.
