Looks like this thread opened the door for our resident conspiracy fantasist's conspiracy of the year. Not sure I am up to following this one. The humor quality is not what it once was.

The only person drawing a connection between the seatbelt and surveillance is you. And then you blame everyone else for drawing this connection. You are completely backwards on this.

But of course it turns out you were just imagining the lack of logic.

If there was any evidence the deaths were caused by anything other than the drunk driver's loss of control I would expect the inquiry to report that.

The conspiracists' suspicions all seem to be about motive. The main sticking point for me is method. How would anyone, outside of movie fantasy, be able to predictably and reliably make what happened happen?
