Trump on disaster aid to California:

"I want to see two things in Los Angeles. Voter ID, so that the people have a chance to vote, and I want to see the water be released and come down into Los Angeles and throughout the state. After that, I will be the greatest president that California has ever seen."

"In California, millions of gallons of waters are waiting to be poured down through already the half pipes that are already built. I mean, they've been up for 40 years and about 20 years ago they turned off the water. And it's the water that comes from the Pacific Northwest."

"We're looking at the whole concept of FEMA. I like, frankly, the concept when North Carolina gets hit, the governor takes care of it. When Florida gets hit, the governor takes care of it. Meaning the state takes care of it, I'd like to see the states take care of disasters."

He says disaster aid for North Carolina and California will go through his administration instead of FEMA.

No! I have some smokeless coal over there and I grabbed a hammer to test this. False claim!! Those suckers smash easily. How do I get in touch with Trump?
 
President Trump terminated Dr. Anthony Fauci's security last night that was being provided by the National Institutes of Health
 
His idea for FEMA is obviously that the he helps red states and lets blue states fend for themselves.
Trump is not going to screw over red states, but he'll gladly punish blue ones.
 
There we have it in explicit language..

I think when you have a problem like this, I think you want to use your state to fix it and not waste time calling FEMA. I think we're gonna recommend that FEMA go away."

"When there is a problem with a state, I think that that problem should be taken care of by the state. That's what we have states for. They take care of problems."

Trump's threats might have been intended to impress the attendees at the World Economic Forum. I'm going to wait to see if Trump keeps up with the threats before I take them seriously. In an interview with Sean Hannity, Trump entirely blamed Zelensky for the war.
