I didn’t know that this was a thing. Is it a scam? It seems like it. It may be legal but still has a scammy feel.
Would it be illegal for the president to promote it? Serious question. I actually don't know. And would it be any different if he's just the president-elect? There was so much stuff in the past that used to be covered by "norms". Anyone old enough to remember "norms"? All federal prosecutions of Trump were scrapped on the day he won the election and the state prosecutions don't seem to be going very well either.
