They didn't say that they put cover sheets on documents. They said they used cover sheets as placeholders for documents removed from the boxes.

Classified U.S. government documents typically must be stamped with their classification on the cover and at the top and bottom of each page. Authors must mark each paragraph, title and caption in a document with the highest level of information it contains, usually by placing appropriate initials in parentheses at the beginning of the paragraph, title, or caption, for example (C), (S), (TS), (TS-SCI), etc., or (U) for unclassified.
It's nonsensical to try to push the angle that the photos are the only evidence that they were well marked when every paragraph should generally be marked, as well as all the rest of the markings.
Again, though, Trump publicly claiming that they were his, being caught on tape saying that stuff he took was secret, highly confidential information, and the like make that general line of argument even more nonsensical. Trump knew. There's no honest question or dispute to be had about that.
