Malicious incompetence aside, blowing the dam presents Ukraine with a pretty little turd they now have to swallow.
They can either call for a general cease fire, so that western disaster relief workers and supplies can enter the country, or they can bear this terrible burden themselves, at the expense of their counter-offensive. Or they can somehow muster the manpower and equipment and supplies themselves, without taking away from the counter-offensive.
