You seem to be imagining far more than you are thinking. Please reconsider your reasoning processes. You are misrepresenting my intention so badly it is hard not to wonder if this is malicious deliberation.

It would have been surprising if the main counteroffensive were to have launched downstream of the dam, in part because of the risk of it being blown up. Now that has happened so, once it dies down, there'll be new options for Ukraine. With Russian positions and minefields having cleared themselves.

He did suggest that maybe it indicated Russian panic, thinking that the offensive was going ahead everywhere, and someone lost their nerve... Or just another Russian smoking incident.

It's very easy to spot the truth with Russia: listen to what they're not saying. They tend to have very specific and narrow boundaries over what they won't say.

Russian bot accounts were quick to blame Ukraine before most people knew about it happening.
I've seen it said that you know Moscow did something when the bots and other mouthpieces all come out the gate with the same narrative, before most people have figured out what's going on.

I'm partial to the theory that you can often tell what the truth is simply by reversing or inverting Moscow's claims. In that case, what Shoigu's really saying is that Moscow did it to halt a Ukrainian offensive.
 
Malicious incompetence aside, blowing the dam presents Ukraine with a pretty little turd they now have to swallow.

They can either call for a general cease fire, so that western disaster relief workers and supplies can enter the country, or they can bear this terrible burden themselves, at the expense of their counter-offensive. Or they can somehow muster the manpower and equipment and supplies themselves, without taking away from the counter-offensive.
