In other words, the source of that reflection came on at the moment of the "search beam", proving that some lights did come on, proving that a recloser was testing the circuit.
After looking at the photos I don't believe it's a light source it's a shiny reflective surface like a mirror, we see light reflect off it any time a light source near by is on
That is why you only see it on 1 of the 3 frames 5 seconds after the power goes out the light beam above is simply reflecting off of the reflective surface ..
As the light source moves it catches it, it's not power, it's reflecting from the light being cast down from above, look ar each of the 3 frames

All reflections stop and that's why we don't see it, I might go down there and take a look
I'm still learning new things about this video it seems as that light was a puzzle it is solved, it's not power or a bulb its reflective and that's why it's only seen as the light source moves in 1 frame of the 3 captured
