GOOSE CREEK — Two former school resource officers were arrested Aug. 3 following an investigation into inappropriate sexual conduct at Stratford High School.

Conrad Sands Stayton, 40, was arrested on charges of third-degree sexual exploitation of a minor and misconduct in office on allegations he kept “pornographic” photos of a 17-year-old student on his phone.

Shelly Love Ollic, Stayton’s former supervisor at the Goose Creek Police Department, was arrested on one count of misconduct in office. The 52-year-old lieutenant is accused of failing to report Stayton’s inappropriate behavior to authorities.

Ollic failed to report to her superiors that the student spent “extended time” with Stayton in a hotel room during an event in January sponsored by the police department.
The student later reported being sexually assaulted by Stayton, according to the affidavits.

It’s unclear whether Stayton possessed pornographic images of the same student who made the sexual assault claim. The student’s name and pronouns were also redacted in the affidavits.


Goose Creek Police Chief LJ Roscoe said the department became aware of the allegations against Stayton in early March. She terminated the officer later that month following an internal investigation.

An Alabama town has dissolved its police department after local media publicized a text exchange consisting of a racist joke between two unnamed police officers of the town.

The police chief initially responded to the controversial report by announcing that "appropriate action had been taken", without any elaboration or further comment. However the city council held an emergency meeting in which they effectively fired both the police chief and his assistant, and then disbanded the department entirely, evidently on account of the two removed individuals being the entire leadership corps of the department and there being an extremely small number of remaining officers - the article suggests perhaps as few as one.

For now, the county sheriff's department has taken over enforcement duties in the town. The sheriff released his own statement condemning the racist texts.
 
NYC Lawyers Blame Pedestrian Parents in Crash That Killed 3-Month-Old

Lawyers for the City of New York submitted a brief this week that blamed the death of a 3-month-old baby killed by a reckless driver last year in Clinton Hill, Brooklyn on her grieving parents. Because really, they should have known how dangerous it is to exist on a New York sidewalk.

Julien Mong and Marion Guillemin lost their infant daughter Apolline Mong-Guillemin on September 11, 2021. That evening, the family was out for a stroll when Tyrik Mott drove the wrong way down a one-way street while fleeing police. Mott hit another driver, forcing that car on to the curb and into the small family. The second car hit Mong, Guillemin and their daughter, launching the 3-month-old from her stroller. Mott had a long history of traffic violations, according to AMNY

Mong-Guillemin was rushed to the hospital and pronounced dead on arrival. Guillemin was also severely injured in the crash. Mong and Guillemin filed a wrongful death lawsuit against the city last month. The pair specifically blame New York for “...failing to design, construct … and maintain [roads] in a reasonably safe condition thereby creating dangerous and hazardous conditions,” Streetsblog NY reports. They also blame the police for pursuing Mott in the middle of New York’s most densely populated borough over something as minor as a red light infraction.

The city responded by saying no, it’s actually the grieving parents who are responsible for their child’s death for daring to talk a walk with their new baby on a warm summer evening. From Streetsblog:

“Plaintiff culpable conduct caused or contributed to the alleged injuries and the alleged wrongful death,” the city’s Assistant Corporation Counsel Elizabeth Gross wrote in court papers filed late last week in response to a wrongful death lawsuit filed last month by Apolline’s parents, Julien Mong and Marion Guillemin against the city and the drivers involved in the crash. “Plaintiff negligence caused or contributed to the alleged injuries and the alleged wrongful death.”

And after blaming both parents for “negligence” and “culpable conduct” for taking their daughter for a walk on the sidewalk along Vanderbilt and Gates avenue in the gloaming of Sept. 11, 2021, the city twists the shiv a bit deeper by claiming that the parents should have known how dangerous it is to walk along a New York City street — a legal argument that at once seeks to hold the city blameless while also admitting that it is failing to keep the streets safe.

“Any and all risks, hazards, defects, and dangers … were of an open, obvious, apparent, and inherent nature, and were known or should have been known to plaintiff,” the city’s court papers claim

The city’s Law Department also claim that the NYPD had to chase down Mott due to “...the risks to the public, outweighed the danger to the community if the suspect was not immediately apprehended.” Why that driver, who had 160 traffic violations and $14,000 in fines, didn’t present enough of a danger to the community for the city to at least revoke his license wasn’t mentioned in the city’s response. In the city’s Law Department’s opinion, New York’s Department of Transportation and Police Department are completely blameless and immune from the lawsuit. Mott was charged with manslaughter. His next court appearance is set for August 24.
 
I can kind of see the argument that the city can't be held responsible. Accidents will always be able to occur however safe you have tried to build the road.

But there's a long way from that argument to "parents showed negligence and is culpable for walking on the sidewalk with their child". That is victim blaming of the highest order. Ms Gross should be ashamed of herself. **** that noise.

Also initiating a chase in a heavily populated area over a red light infraction?? US police is really something else.

A bit off-topic, I think. A more appropriate one would be "the behavior of American lawyers.

It's the knock-on effect from the so called "Tort Reform" movement. We were bombarded with propaganda about the evil of frivolous lawsuits and nary a word about the frivolous defense of a lawsuit. Which from the perspective of everyone not an insurance company or large corporation is the far worse problem.

This is that sort of thing. The officer was reckless and probably in violation of policy by chasing someone over a traffic violation. Admit civil liability and maybe have a trial over damages unless there is a settlement.

“According to data compiled by JULIAN and ACLU-Mississippi, the LPD has customarily violated the First, Fourth, and Fourteenth Amendments, the fundamental right to travel freely, and the Civil Rights Act,” the lawsuit alleges. “Over 200 Black citizens have formally or informally complained about being harassed, arrested, or fined for baseless reasons in the past year or so.”

“I shot that ********** 119 times, OK?” he says in the expletive-laden recording that also includes the statement: “I don’t talk to ******* queers, I don’t talk to ******* ********ts.”
