Any death that happens during an arrest, or once someone has been arrested and is detained by the police, is a death in custody. The report I linked to specifically ensured it was comparing like with like.
The Independent Police Complaints Commission (IPCC) is responsible for collating and publishing statistics on deaths following police contact in England and Wales. Its statistics include:
- road traffic fatalities;
- fatal shootings;
- deaths in police custody;
- apparent suicides following police custody; and
- other deaths following police contact that are subject to independent investigation bythe IPCC.
However, the deaths under review by Dame Elish do not all fall under a single category of deaths following police contact. For the purpose of this report therefore, the two most relevant
categories are used:
- deaths in or following police custody; and
- apparent suicide following police custody
I don't think the report includes deaths at the hands of the police or deaths during the arrest process, just deaths once the arrest has been successfully made:
There were 14 cases in the UK in 2017. Scaling for rate and population that would mean that around 100 people were killed by the police in the US if it included all people killed by the police.

The number in the US is around 1,000 - approximately 70 times the rate in UK or well over 10 times the per capita UK rate.

It then goes on to explain how they had to modify what was compared due to the differing international definitions and availability of statistics.

Two D.C. police cars were totaled after officers decided to drag race each other, according to an internal email obtained exclusively by FOX 5’s Lindsay Watts.

A Ring doorbell captured footage of a police officer in Vacaville, California, throwing a 17-year-old to the ground and punching him in the face on Wednesday, according to the teen's father. The teen's father posted the now viral video of the incident on Facebook, saying that his son, Preston, has autism and attention deficit hyperactivity disorder (ADHD) and that "he looks and acts younger than he is."
The incident occurred Wednesday afternoon, Adam Wolf wrote on Facebook, when Preston was "aggressively approached" by a Vacaville police officer.
The officer then replies, "You're gonna get hurt. Don't make me hurt you more. Don't make me hurt you more."
ELIZABETH CITY, N.C. (WAVY) — Elizabeth City, North Carolina, has declared a state of emergency ahead of the release of body camera footage of the law enforcement killing of Andrew Brown Jr. last week.
The 42-year-old was shot and killed by deputies last Wednesday during the execution of a search warrant. Witnesses have said Brown was driving away at the time and deputies fired several rounds, killing him.
After the shooting, seven deputies were placed on administrative leave and three resigned. The three who resigned were not directly involved in the shooting, Pasquotank Sheriff Tommy Wooten said. One was nearing retirement.
Deaths in custody is a different thing though.
