Wait a minute. Are they saying that police departments haven't been "encouraged" to meet "most" professional standards until now?

What they hell are "professional standards" if they are not things that are supposed to be adhered to?

And why only MOST professional standards? Which professional standards can be ignored?

All this shows me is that these protests were way too long in coming.
