Even if he lives there, it's still obviously a private club. It's in no way a giant one-family residence like it was before he bought it. It should probably be taxed as a mixed-use, like whatever they zone a condo building that has businesses within it.
But that's not what he agreed to, and it's not what the town permitted. He had previously been forbidden to sell condos and residences. They're not going to say "Okay, do whatever you want."
