Ah, that's comparing the official numbers.
The U.S. uses U-3 for their official number while Canada uses U-6.
U-6 unemployment in the U.S. is actually 6.9%
Labor force participation numbers are also a couple points higher in Canada. It was similar until the 2008 recession. The US was hit harder and to me it looks like the major difference is that a lot of the people that left the US labor market never returned.
