I think the point was that the there was a bill presented that, if it passed and the president veto'd it, it would have overridden the veto. McConnell refused to allow the bill to even come to a vote so it could never get veto'd in the first place.
Correct; what I'm saying is that it's not a new bill; McConnell can't pull that on a re-vote on veto. The president theoretically gives his reasons for a veto when he returns it, and the Congress is required to "reconsider" if they want to pass it with a two-thirds majority.
