No - that's what you've decided, despite it not matching reality.

Despite Mueller's own Wikipedia page saying that he 'oversaw' the Lockerbie bombing case, it was a Scottish investigation, prosecuted under Scottish law, and if you go to the Lockerbie page - Mueller's name is not mentioned.

He didn't put anyone behind bars in this case.

And this is exactly it. Mueller was involved with the US side of the PA103 inquiry, but the main action was all in the Scottish jurisdiction. Even if he did advise the Scottish prosecution team, he wasn't responsible for the conviction, and even if fabrication of evidence did happen, Mueller's name is not one which has been linked to this allegation, by anyone. Lawyers don't fabricate evidence, policemen and forensics officers fabricate evidence.

Also, "innocent person of colour"? This is pasting US society hang-ups into a situation where they don't apply. Megrahi was Arab, but a very light-skinned Arab, really of a lighter complexion than many Caucasians from Spain or Italy. The woman accusing Mueller of rape was slated to detail her encounter with the special counsel at a press conference Burkman and Wohl are hosting in Arlington, Virginia Thursday at noon. However, upon arriving in Washington, DC she panicked and boarded a flight to another location.
