The official announcement gives further detail:

The tariffs will take effect on September 24, 2018, and be set at a level of 10 percent until the end of the year. On January 1, the tariffs will rise to 25 percent. Further, if China takes retaliatory action against our farmers or other industries, we will immediately pursue phase three, which is tariffs on approximately $267 billion of additional imports.

Linky.

China's position just before this announcement had been that they would cancel further talks and would retaliate in kind. They'll be running out of items to add tariffs to, due to the trade surplus they have with the US, so they will be looking at other means.

Lou Jiwei, China’s finance minister until his recent retirement and now a senior Communist Party adviser, delivered an unexpectedly strong threat to the United States in a lunch speech at the forum, which is organized by a government agency reporting directly to the cabinet. Mr. Lou said that, if necessary in the trade war, China could halt exports to the United States of components that are crucial to American companies’ supply chains.

Mr. Lou said that it would take years for American companies to find alternatives to China. “To take a step back, the United States can establish an alternative supply chain in a third country, but it takes time — what about the pain of three to five years? This is enough to cross a political cycle,” he said.

Trump did give Apple and some other industries exemptions on smartwatches and other products. This, along with the 10% starting, seems to be about the extent of what the "adults" could talk Trump down to.

On the refugee front:

The U.S. will slash the number of refugees it will accept for a second straight year, Secretary of State Mike Pompeo said Monday, insisting amid criticism from human rights groups that the country is still committed to providing sanctuary to people fleeing the world’s danger zones.

Up to 30,000 refugees will be allowed into the country next year, down from a cap of 45,000 this year. It will be the lowest ceiling on admissions since the program began in 1980. The announcement comes despite calls from global humanitarian groups that this year’s cap of 45,000 was too low.

God, that just means the markets will take a massive hit the next day.
For somebody who is supposed to be a brilliant businessman, Trump sure is stupid about business basics.
"Business" is a catch-all term, of course : the only kind of business Trump has any grasp on involves discrete deals and short-term projects, not continuous businesses such as manufacturing or market trading. For that kind of business he's like a bull in a china-shop.

It is telling that for a long time American Banks have basically refused to fund Trump's projects.

And of course since the market closed the Sell orders have been stacking up.
Which means his buddies (if he has any) will be buying once they are down a few points, and when Trump fails to follow through on tariffs, the stock will go back up and be sold at a profit.

Hasn't he pretty much done this with Nike and Amazon? Does anyone even know where we stand right now on ZTE, the Chinese cell phone manufacturer?

I don't know if Trump is any kind of stock genius, but I'm pretty sure he's got no beef with insider trading. What's the point of being an insider if you can't use it to make money?

You give Trump too much credit, and insider traders too little. Are you going to bet serious money on Trump not following through on the tarrifs, even if he tells you he won't?

For Trump the tarrif war is between him and China, and he's not going to be diverted by the real economy or the markets. That's worrying.

Classic Bully: "The fight didn't start until he hit me back!"

The way he leverages, he doesn't even have a grasp of that. Dude has been building up and spending his name recognition equity to get there he's at, and bankrupting away the overruns.

Neither stock appears to have suffered any impact from Trump. It's not the days from after the election anymore. Trump doesn't have the impact he used to.

Somehow this number sounds a bit questionable to me.

That's just one of those pathological things. He was called out on the lie about X number of new steel plants opening, so he wants to make the claim, specifically citing "steel" as "steel and coal" are the keys to election in PA, WV, OH, KY... So now he says that billions are being spent. Someone can cook the numbers for him on that, I'm sure. Actual "development"? I doubt it. But that new parking lot, why that cost half a mil. And the rail siding had to be fixed because it was sliding into the Monongahela... that was seven million. They'll just take anything and everything from the expense side of the ledgers.

Pence seems unwilling to do that. Then what? They can't all quit. Someone has to do the functions of the presidency that he can't.
I imagine Pence does not have the allies to accomplish a 25th Amendment coup. He's either really the Trump worshiping groupie he appears to be, or he's keeping as low a profile as he can, biding his time.

“There are those who say, ‘What if we get rid of him? Then we’ve got that Vice President and he’ll be worse.’ I say knock off the first one and then go after the second one.”
-- Maxine Waters (Sept 15, 2018)

"Knock off?"

As one of our fellow forum members recently remarked: "Everyone who's not a total idiot can spot a political 'dog whistle' a mile away."

I see a possible answer to your quandary.

Coach to Adam Yates: "Keep you eye on the green jersey. He's the one you have to knock off to take the lead."

Eddie to Max: "Naah, I got her a blackmarket knock off! I'm not spending money on a real Ferragamo bag!"

Mom to Slingsinarose: "Hey, knock off the noise or you'll get no Pudding Pop after dinner!"

I asked and you didn't respond. Have you forwarded this line of attack to Donnie Johnny? Do you not see the obvious. She's not just speaking up, she's taunting him. She's going to win re-election easily. She just wants to see how high the rubble will bounce as a comment from His Awfulness is worth 3 to 5 per cent more votes! Plus, on the national scale, PLEASE let him go into pitbull mode against another woman, a black woman. "Oh, it appeals to his base!" Yeah, but they're going to turn out anyway! It fires up non-whites, women, educated people, college grads making over 100K.... In short, all the people the Dems need to turn out in this election!

invoking the 25th could get really ugly: even if executed, all that Trump would have to do is write on the back of a napkin: "I'm the fittest President ever to hold office" and send it to Congress, and Pence would be back were he was before.

I was assuming that they cared about democracy. There are many choices they can make if we take away the stipulation that they care about how the system is supposed to work, up to and including shooting Trump.

Democracy is respecting the office of the president even if you don't like the person who wins the election. It's not a bunch of asshats who think they know better staging a coup.

PS: It's not too bright of you to post about shooting the president in a public Internet forum. The Secret Service tends to frown upon that.

I just finished Fear the new Woodward book. It's not an exaggeration to say that there's been an administrative coup in the Whitehouse. There's the president and the administration and the administration is, with a couple of exceptions working against the president. Given that the president is not just clearly incapable of governing, he is clearly incapable of understanding the issues he needs to make decisions about, the administration really doesn't have a choice; they have to subvert the president.

I haven't read Woodward's book yet but I did find this post interesting reading. It's a critique of his style of writing ... well, not style, really, but overall approach to his subjects.

It's a good piece. I can commend it.

Where would their choice mean they don't care about Democracy? They were hired by Trump, who was democratically elected. Therefore their responsibility is to Trump, and Trump is responsible to the voter. Trump is the elected representative, and it's his responsibility to employ effective people to carry out his desires.

No. Their sworn oath is NOT to the President but to the Constitution. Thus, given their acknowledged agreement that Dump is unfit, they are obligated to act according to the 25th.
