It couldn't nominate or appoint people to vacant federal offices. I guess this one depends on whether you think it's better to leave them vacant, or to have them filled by Trump appointees. Call it a wash.

It couldn't report to Congress on the state of the Union, which is an immediate Constitutional failure.

And of course, it couldn't defend its competency in writing, so it would immediately be replaced by Mike Pence under the 28th Amendment.
