I've encountered all sorts of different behaviors during stressful incidents, but this is the first time I've heard of where the reaction to a perceived lethal threat is live streaming.

I don't believe that is what happened here, rather the passenger started streaming right after her partner was killed.
I might have read it wrong, but didn't she say she was afraid she was going to be killed and started live streaming on FB?
ETA: The girlfriend of a black motorist shot to death by a police officer during a traffic stop in Minnesota has said she began streaming the event on Facebook because she feared for her own life.

The girl friend did not say that he said "I have a permit" or "I have a permitted ccw", or even "I have a ccw", She said he said "I have a gun" as he reached into his clothes.

This 100%. I was trying to find a way to type exactly this last night but my brain was having trouble processing the extreme absurdity and stupidity of the situation. The cop shot a citizen for exercising his lawful rights and the best excuse people can come up with is he didn't say some subjective magic words correctly.
