Actually, can you name a Democrat that is doing that? I can't. I know there are some people yapping on the internet who might say that, but in terms of real live people of any significance, the kind of people who might appear as talking heads that represent the Democratic side of the argument, I haven't heard it.
I've heard it from Limbaugh and Hannity, but not from Democrats. If Trump is indeed saying that, he's engaging in a straw man fallacy.

The events of the past few days would seem to indicate that their efforts to aid Trump's election may have paid off after all -- and paid off handsomely -- with a United States weakened by division, its government consumed with a crisis rooted in Moscow's 2016 election interference.
The Russians' barely-contained euphoria this week shone most visibly in Washington, of all places. As if acting out a script from Saturday Night Live, Trump welcomed top Russian officials to the White House on Wednesday. This was just hours after Trump's bombshell firing of FBI Director James Comey, which drew outraged calls for the appointment of a special prosecutor to get to the bottom of election meddling. Politicians and pundits drew comparisons to Watergate and Richard Nixon's doomed presidency.
The happy Russians? They had a special gift for Trump as he welcomed them to the Oval Office.
If the Trump administration were not plagued with stunning incompetence, someone might have realized that welcoming Russian Foreign Minister Sergei Lavrov and Russia's ambassador to the United States, Sergei Kislyak, on a day when Trump was being accused of trying to quash an investigation into his campaign's ties with Russia, was an extraordinarily stupid thing to do.

Yeah, that headline is kind of misleading.
The email releases definitely hurt her. No doubt about that. And it is said that hackers from Russia were responsible for that hack. So, yes, Russian hackers played a role in her defeat, but only in that they exposed private communications of Clinton's team. I read the article and I just don't see "Hilary blames the Russians" in anything she said.
I think it's more like "Hillary blames bad press and out of context information, delivered with maximum effect", and her own inability to counter it.
I don't know. Maybe it's too subtle of a distinction. What I see from Democrats is a narrative of "Bad press caused our defeat", and some of that bad press got into the press via the activity of Russian hackers. What I hear from right wing radio yappers is more along the lines of "Hillary says Russians colluded with Trump to steal the election." There's a real difference between the two statements.
Where it really becomes important is in understanding why we ought to be having official investigations into Russian activity during the election. Republicans, including Trump, seem to be saying, "Democrats are trying to make excuses for losing!" No. That's not it. Democrats, and others, think that any sort of Russian activity during the elections is alarming, and we want to know the extent of that activity, why they were interested, and whether any Americans were participants or partners. It's not about explaining an election loss. It's about tracking influence of a hostile foreign power on American elections or within American government.

By whom? I want names and the law that allows such spying. And don't try to pull the wool over the eyes of those who know the Foreign Intelligence Surveillance Act better than Trump.
