That ban should have been enacted by W: the one for Pakistan. I say this with some rancor, due to some operational issues over a decade ago when Musharraf, was still in charge. I'd calmed down on that until they found Osama living there. That place should have been the first ban.
Wrong. It states that only people from those countries must belong to the religious minority in order to claim refugee status in the US. As all the countries have Muslim majorities it is a direct attack on Muslims.

Utter baloney. Muslims can be religiously persecuted in a majority Muslim nation, and that's the end of that.
Sorry to sound dense but I associate "Mubarak" with Egypt. Very different Mubaraks, I know. But I think the way many Americans, out of naivety, latch onto certain names, countries or crises can obscure underlying issues. First Amendment? Do you really think the First Amendment applies to whom we decide to let into the country? The Congress has plenary authority over immigration, and it has delegated the national security aspects of immigration to the President. There are literally no constraints on immigration which are proscribed by the Constitution.
And why do you care exactly? There are probably 6 billion people in the world who would love to immigrate to the US. And a significant fraction of them would be a net benefit. It's not like literate, educated people who share our values are in short supply around the world. Why should we have to give priority to people who come from failed societies? So liberals can feel good about themselves?

It depends on the conditions under which you're conducting the triage. With very limited resources, you utilize those resources to first help those most likely to live because you'll probably fail to save the worst cases anyway and then the resources are gone. As resources increase, you focus on worse and worse cases first as the milder cases become more likely to make it even if you go to the worst cases first.The basics of triage may conflict with this formula.
