Kasich did. If Kasich was to be his VP (Trump's original choice) than the deal was he would make all the decisions. Effectively making the VP the actual President.

Raising tariffs also opens the US to retaliation, and more directly since there's a lot more money leaving the US through remittances than coming back in.
