Why should black people have to fear being shot by the police when white people don't?
They shouldn't. And they probably wouldn't if the police shooting of a black person didn't attract an order of magnitude more attention than the police shooting of anybody else. Being shot by a policeman while not committing a serious crime is an irrational fear. It is utterly dwarfed by other risks in life, even for black people. In fact, and this is rather ironic, it is likely the case that the pressure on the police to be less aggressive in their policing of black communities has increased the risk of being shot for people in those communities, rather than decreased it.
