ER, no I grew up in Hawaii but was born in Japan, my birth place is Tokyo, I have a Japanese BC, and a translation.

I was hoping someone here could add some information to an event from last week that has been running in my head.


At my coffee shop I have a variety of mugs including one of these

Lady: "My daughter was born in Bosnia and she has a Hawaiian birth certificate."
Me: "Like an actual birth certificate issued by the state of Hawaii?"
Lady: "Yes, so anyone could have one even the President."

I was then forced to abandon the conversation to help other customers. I am wondering if what she said was possible. Will a state issue a birth certificate to a U.S. citizen that was born over seas? Will it state the city of birth as the issuing city or the foreign city?

I hope my memory serves me correctly here. While I was reading some birther nonsense, a while ago now, I learned one fact. Hawaii apparently has a system under which children of refugees, who often don't have any papers on them, can indeed get a Hawaiian birth certificate, since it's needed for so many administrative purposes in the US, such as simply enrolling a child in school. This was put in place initially for Vietnamese boat people, of which Hawaii took in quite a few. (So long after Obama was born, and therefore irrelevant in regard to birther nonsense.) I imagine someone fleeing from Bosnia during the war there could be in the same legal position. But these certificates don't give the place of birth as being in Hawaii, they give the real place of birth as far as it can be established, and they don't entitle anyone to US citizenship, or being a "natural born citizen".

I have no idea why my post was screwed up and what I said was, my wife is American, I'm Canadian. We have 3 kids who were born in Canada and have Canadian birth certificates. My wife filled out the appropriate paper work (certificate of live birth) to let the US government know she has children born in another country who one day may take advantage of their mothers citizenry.

The kids were not given birth certificates stating they were born in the US.

Hawai'i, like most states, will issue a certificate of foreign birth. It clearly states the place of birth to be overseas; in the example above the birth certificate would state the place of birth to be the city in Bosnia in which the child was born.

Claim: Hawaii had a law that you could get a Hawaiian COLB even if you weren’t born in Hawaii.

In 1982, (but NOT when Obama was born), Hawaii passed a law saying that people not born in Hawaii could get a COLB by submitting certain paperwork. This was because birth certification from some Pacific countries aren't written in English and thus were hard to translate for everyday purposes. But the place of birth listed on these WOULD NOT be Hawaii, it would be Tokyo or Bali, where ever the birth actually took place. It wasn't easy to get one -- much documentation needed to be provided. The document was called "Certificate of Foreign Birth."

[Spokesperson] Okubo, who said that she gets weekly questions from Obama ‘Birthers’ that are “more like threats,” explained that the certificate of live birth reproduced by Obama’s campaign should have debunked the conspiracy theories. “If you were born in Bali, for example,” Okubo explained, “you could get a certificate from the state of Hawaii saying you were born in Bali. You could not get a certificate saying you were born in Honolulu. The state has to verify a fact like that for it to appear on the certificate. But it’s become very clear that it doesn’t matter what I say. The people who are questioning this bring up all these implausible scenarios. What if the physician lied? What if the state lied? It’s just become an urban legend at this point.” (Washington Independent)​

Added 8/16/2012: Sheriff Joe Arpaio made this claim at his July 17, 2012 Press Conference. The Hawaii Department of health denied that could happen:

Hawaiian laws are similar to other states and follow federal guidelines. The CCP has misread applicable statutes. Joshua Wisch, Special Assistant to the state's Attorney General, said in a statement Tuesday: “Regarding the latest allegations from a sheriff in Arizona, they are untrue, misinformed, and misconstrue Hawaii law. … Not only are Hawaii’s vital records some of the best managed, but they also have some of the strongest restrictions on access to prevent identity theft and fraud.

This seems like the most logical answer. I really wanted to ask her what the place of birth was listed as but didn't get the chance.

2016 Campaign rhetoric brings up Obama's birthplace.

When then Senator Obama and Tammy Duckworth were speaking in Honolulu, he said (paraphrased) how great America is because Tammy and he can be elected to Washington even though they were both born elsewhere.

The Honolulu Star Advertiser published that back then. The article re-surfaced years later when a 'birther' found it by searching for items mispelled as Barrack.. One day later that article disappeared from the newspaper archives, coming up as '404 not found.'

Same goes for another mispelled as Barrack item in Kenyan paper mentioning their native son elected to US Senate. It disappeared the day after it surfaced.

Also noteworthy;

Two pieces of video footage during his US Senate race with Michele mentioning her 'Kenyan born' husband Barack.

That1991 publisher bio-blurb that said Obama was "born in Kenya and raised in Indonesia and Hawaii." Publisher bio-blurbs are usually written by the author or subject him/herself, not by the publisher.


I smell a cover up.

Then of course the tragic drowning of the Hawaii State Director of whichever dept who would have had access to any files needed to prove or disprove issuance of a bogus birth certificate

And Barack was born in Hawaii. Because evidence. And to think he was born anywhere else is ludicrous, given the evidence trail of mom, dad, hospital and baby. Not gonna debate it though. If you want to keep on believing, your gonna hold on to that feeling.
