In significant parts of the US police forces, yes it looks like it.
In many places it is hard to find out -at least in Missouri, the state collects data on vehicle stops, search rates and arrest rates for different ethnicities. There is evidence of racial profiling in that. Not just in Ferguson.

You'll find the similar disparities in places with majority black police forces, like Washington DC for example (which has even greater disparities than Ferguson).
