You don't need ebola in the same way you don't need anthrax. For the latter, a mysterious "white powder" will do. For the former, maybe some "dirty fluid" would do, so long as the letter mentioned the virus.

The point wouldn't be to infect, necessarily, but to terrorize.

Thank you, that was good, but it actually made me fear Ebola more. Even those taking precautions are still getting infected, either because the precautions are not strict enough or because of human failings. Being a human myself, it's worrying.

A needle stick quite a definite "intimate contact" with an infected person's blood.

One difference between HIV and Ebola is that Ebola can live on the skin for some time whereas HIV cannot. Another is that Ebola causes massive bleeding and vomiting which increases the amount of infected bodily fluids that have to be dealt with.

Lay persons can do a lot by observing common anti-infection procedures such as washing hands frequently. If a person near you has a high fever then pay special attention to hygiene.
