I find it unlikely that someone who isn't really racist is going to resort to racist language when angry. There's no dearth of non-racist invective to choose from.
If the intention is just to offend and racist/sexist/homophobic/whatever slur best seems to trigger and anger the target, then that ought to be best for the job, no? Finding nicer insults seems like an oxymoron and counterproductive to the aim of offending someone. In another words, it seems to have the same mechanism as trolling.
