No, it is not irrelevant. Misquoting includes misrepresenting what was said. If it was a joke, he was not making the statement as a serious claim. Thus, it was a misquote, as testified.

Wrong, I am a Democrat and something of a leftist (I consider myself more left centrist). I was very upset when Clinton lied under Oath. I agreed that what he lied about was irrelevant, which made me even more upset that he perjured himself over it.

However, this is a case where every bit of evidence indicates that the guy made a joke, and he is being questioned by congress as if it was his actual opinion and the statement represents a factual account of his actions. By changing the context of the statement, he is being misquoted, and he was right to testify to that effect.

I just watched an episode of Real Time and in his monologue, Bill Maher was talking about a stand-up he recently did and he said 'I killed them'. Should we take that as an admission of mass murder and investigate Bill Maher for said crime?

Most of those are urban legends or straight-up jokes. I believe one was even featured as part of the Ignobel Prizes.
