Why the draft is coming back.

Not necessarily. They may just require those that claim such to prove such. I could tell you a sea story or two but I digress.

Back to the topic, I saw nothing in it that would lead me to believe the draft is coming back. The military doesn't want it. The military doesn't need it. Assuming the story outlined above is accurate (and that's a pretty big assumption [no offense Road Toad]), then the problem is one of retention, not recruitment. The retention problem can be solved by adjusting the pay and incentive scales and possibly realigning the tours of duty. The draft would likely cause retention to fall, not rise.

When you need cannon fodder, draft.

When you need leadership, pay.
 
Well, the alternative to the draft is to "use up" our military and watch their experienced numbers dwindle due to various kinds of attrition. We can burn our troops out thoroughly so retention after active warfare and occupation ceases becomes problematic, or we can carry on active campaigns more or less permanently, and make sure they can never escape their service.

Of course, as long as the economy stays shot, raw recruitment won't be a problem. Lots of kids with no marketable skills, fresh out of high school knowing the U.S. doesn't produce anything, anymore.
