No, that isn't the point. I specifically posted about the exact same decision being made, either by a small group of countries, or by the UN. You said the difference is "legitimacy". Specifically, you said "No, it is about legitimacy, a very import concept."

So what makes the exact same decision legitimate when made by one group (the UN), but not by another (one or more countries)?

But speaking of dictatorships vs. democracies...you are coming somewhat closer to the point. That is one of the reasons I don't like the UN. Example: Libya, and the Human Rights Commision. Involving dictatorships like Libya makes decisions more legitimate than if the same decision was made by a number of democracies, but operating not under the UN banner?
