What do Republicans want?

I read it as a complete rejection of Obamacare and Federal intervention in what should be the State's business. The voters of Missouri obviously don't want Obamacare in their State and aren't willing to spend State money on it. Perhaps the message is, "If the Feds want this, let them set it up and pay for it."

If Missouri had set up an exchange, the Federal government would have funded the cost of doing so. This initiative prohibits Missouri from accepting the money.

The Federal government will partner with a Missouri non-profit to set up the exchange. Missouri residents will be required to purchase a qualifying health care plan if they don't get one through their employer. Taxes will be imposed and subsidies granted just as in any other state. The end result will be improved health care for the people of Missouri.

Not quite. Missouri already accepted the grant.

Prop E prevents the Governor from setting up the exchange without a popular vote to approve it, and since the deadline for submitting a state-set up plan is this Friday, it effectively prohibits Missouri from setting up its own exchange.

I assume the federal government reserved that grant for this purpose, so Missouri will have to return the money or make it available to the federal government to use when it sets up our exchange.

At any rate, you're correct that setting up the health insurance exchange in Missouri would be paid for by the federal government either way.

But again, Republican leaders in Congress are indicating that their devotion to the Norquist Pledge is so strong that they'll reject any deal that calls for any tax increase (and they define any failure to extend the Bush tax cuts as a tax increase) even if it means going over the fiscal cliff (and allowing all the Bush tax cuts to expire).

I don't see how that's a win for them.

Ditto my state's Republicans decision not to set up our own health insurance exchange. That's not a win for Republicans here since they actually would prefer a state set up and managed health insurance exchange to one set up and run by the federal government.

You are mistaken. The Fed is granting money to help set up and fund for the first year of operation, but the States are expected to fully operate them after that. Unless, of course, they refuse to do it in which case the Fed will do it and pay for it. So the citizens of Missouri decided not to use State funds.

That remains to be seen.
