Great! Let's take jobs away from the janitors who have families to feed so that they can end up on welfare. This could solve the illegal immigration problem too. If produce growers can pay a 10 year old child one-fifth what an illegal immigrant would make, then it would discourage the illegals from coming here in the first place.

When I was in grade school I'd often stick around after school to wash the blackboard. But if they had asked me to clean the toilets or wax the floors I would have laughed.

Up to junior high school, we'd wash the blackboard, sweep the class floor and sometimes a portion of the lobby, empty the trash can, put chairs on the table at the end of the week, and make sure that the toilets were left in a decent state, which included calling the janitor in case of a severe mess. It didn't deprive janitors of their job but made sure we wouldn't vandalise the premises.

From what I've been told by Japanese friends, it's not much different there.

And there basically aren't any orphanages and haven't been for a very long time. The foster care system is what serves that role, and it is grossly overloaded now.
