No. The address book is actually a component of Internet Explorer, and can be used by different applications. Once you open Outlook Express, and open the Address book, an instance is created and from that point on, your only choices are to use it, or you can "remove" it by editing your registry, but doing so will delete all of your address book entries. Then Outlook Express would fail on the next load, and require you to edit some more registry entries, un-install then re-install OUtlook Express, and then you would be able to.... open a new instance of the Address Book, which would be....EMPTY!

I just love the mindset of Microsoft when it comes to some of their programming- in this case, they made the Address book an intregral part of the operating system. And for what? Probably so you would use their browser and address book instead of another third party product. Hey, maybe someone should sue Microsoft for using such tactics!
